House Availability Empty House Availability

Admin, I was just wondering if the owner of a house hasn't been logged in for 10 days, can you still remove them as the owner like you did before the most recent character reset? There are zero houses available in the city, desert town, or the jungle area. I woulden't like to buy a house in Lothloria, or could you make a teleporter in the city that leads to a house complex? Thanks.
